Select Manage your startup programs to review and change your startup apps. Review the suggestions and decide which to apply—to dismiss any you don't want to use, clear the check mark in the blue box, then select the arrow at the top to scroll to the next suggestion. Select Apply selected suggestions. I can't find review, design, layout or reference tabs in outlook mail and I see nowhere to add them through customize menu as those options do not seem available. I am using a brand new Surface PC with Windows 11.
